ABOUT THE ORGANISATION |
Labour Department is entrusted
with the responsibility of maintaining industrial
peace and harmony in the State, ensuring industrial
safety and health at workplace and for implementing
Labour Welfare scheme run by the department
as well as the Labour Welfare Board. The Labour
Department has two main wings i.e. Labour
Wing and Factory Wing which function under
the overall superintendence and control of
the Labour Commissioner. The Labour Welfare
Board has been constituted under the Punjab
Labour Welfare Fund Act,1965. Labour Commissioner,
who is Principal Executive Officer of the
Labour Welfare Board, is Ex-Officio Welfare
Commissioner.
Maintenance of harmonious industrial relations
in the State is being ensured through active
intervention by way of conciliation of industrial
disputes and expeditious reference of unresolved
industrial dispute to the Labour Courts/Industrial
Tribunals for adjudication. The department
endeavors to ensure expeditious settlement
of the dispute by way of Bi-partite negotiations
(Management & Workers) and Tri-partite
negotiations (Management, Workers & Labour
Department). Those disputes which do not get
settled are referred to the Labour Courts/
Industrial Tribunal for adjudication. The
awards of these Labour Courts/ Industrial
Tribunals are published by the State Government
and at their implementation also ensured by
the department. The Inspectorate Staff of
the department conducts inspections under
various labour laws as per guidelines issued
by the State Govt./Department from time to
time. |

MINIMUM WAGES |
| The State Government is
aware of economic needs of the workers. Minimum
Wages in 48 Scheduled Employments are fixed/
revised by the State Government for different
categories of the workers i.e. unskilled/semi
and skilled etc. for each schedule employment.
At present the minimum rate of wages is Rs._______
per month in the State which is higher that
most of the other State in the Country. Complaints/Claims
regarding payment of wages less than minimum
wages are decided by the authority appointed
under section 20 of the Minimum Wages Act,1948. |

INDUSTRIAL SAFETY & HEALTH & WORKPLACE |
There are more than _________factories
registered under the Factories Act,1948 and
more than ___________workers are working in
these factories. The department has taken
a number of steps to ensure Safety and Health
of Industrial workers. The important steps
are:-
i) There are 20 major accident hazard factories
in which large quantity of hazardous chemicals,
acids and gases are used/manufactures. All
these factories are being impacted periodically
so as to implement the safety provisions.
On site emergency plans have also been got
prepared from the factories in order to prevent
any mishap and to effectively control the
same in case of any such eventually arises.
ii) The department has directed all offices
of factory inspectorate to get the safety
plans prepared in respect of all chemicals
and hazardous factories.
iii) In order to generate awareness regarding
ability/safety amongst the employers and workers
Haryana Safety Council has been activated.
The council is going to publish a quarterly
journal on safety very shortly.
As a result of it the accident rate in the
State is 0.80 per thousand workers per year
which is lowest in the country. |

INFORMATION FACILITATION
CENTRE |
An Information Facilitation
centre has been set up for providing the following
services to the public:- •
Receive the public, reply to their queries
and direct them to contact the concerned Officer/Section.
• Provide information regarding
various schemes and procedures through brochures,
booklets, reports etc. • Make available
forms to be utilised for various procedures.
• Provide information regarding
the functioning of the Department.
The Citizen’s Charter will be reviewed
periodically for further improving our response
to the public. |
